Non-Motorized Transportation Pilot Program (NTPP)
The Non-motorized Transportation Pilot Program (NTPP) was established under SAFETEA-LU Section 1807. This program provided 25 million dollars each to four communities--Columbia, MO; Marin County, CA; Minneapolis Area, MN; Sheboygan County, WI--to demonstrate how improved walking and bicycling networks can increase rates of walking and bicycling from 2006 to 2010. FHWA is required to report on the results of the NTPP. To date only the 2006 information has been compiled and released to Congress. Spokane participated as a control community for the opportunity to measure biking and walking rates and attitudes in two statistically significant surveys conducted in 2006 and 2010. What follows are the key indicators from the survey. Also, please find links to the 2006 reports, with the 2010 report pending.
